Here is a comparison of the CC 2014 2x UI scaling compared to windows display scalling I made the by using my Surface Pro 3 and Photoshop CC 2014. However at the 1.25x and 1.5x settings there will some rounding during the scaling process. Windows has presets to scale you display 125% 1.25x, 150% 1.5x and 200% 2x. The external manifest file tell windows to use its scaing feature. You can make a registry mod abd add an external Photoshop manifest file to CS6 folder the mod would have windows une instaed of the internal manifest. Photoshop internal manifest tell Windows not to scale its display. To Photoshop in coded to take advantage of tour display full resolution. Four pixels will be use for each pixels teh things will display 2x size. However for Photoshop UI components toy display will be used like a 1K display 1920x1080. Logicly your display will be a 4k Display for displaying the image you working one up to 3840x2160 actual pixels can be displayed in Fuull screen mode there there are no UI components. You actually want a solution like CC 2014 2x UI preference where Photoshop scale its UI to display at helo resolution soe it will be larger one your high resolution display, Your 4K display will be use like its a 1K display for Photoshop UI. Defeats having a high price highe resolution display.

You can have Windows scale your display to a lower resolution. I believe CS6 for the MAC has high resolution support coded in. Is there anything else out there that can do such operations as well (or close to) as Photoshop?

One drawback is that the UI of some older software (with dated coding practices) look microscopic on the new monitor, and unfortunately Photoshop CS6 is one of them.
